Probably unique bespoke item of jewelry almost certainly a gift within the dressmaking trade. Scissors have been used in wedding symbolism representing the joining of two people to become as one. The two separate blades are joined together to become a pair of scissors. The strong symbolism of scissors to marriage is easy to understand. The addition of the ruby could indicate a ruby wedding gift.
